1.
School Resource Officer: Continue the
SRO program in the Mountain Home School District at the High
School, Junior High, and Pinkston Schools. Quality proactive
and preventive programs shall be provided, thus creating a
safe learning environment and developing positive relations
between the police, students, parents, and employees of the
school district. Additionally, SROs shall attend after
school functions as needed and/or directed.
2.
Patrol: Continue to save lives, protect
property, and provide service to the community. This
includes, but not limited to, preventive patrols, response
to complaints and request for assistance, and enforcement of
federal laws, state laws, and city ordinances. Primary
emphasis shall be given to complaints of violent crimes
against persons, missing and exploited persons, disasters,
and any violations of law that creates a safety risk to the
community. Secondary emphasis shall be given to complaints
of property crimes and crimes against society of a
non-violent nature or annoyance to the community. Officers
shall employ a community-policing philosophy when delivering
police services.
3.
Special Response Team: Continue
supporting the SRT with specialized equipment and training
for emergency response situations that require special
tactical operations. SRT shall be ready for rapid response
at all times.
4.
K-9: Continue K-9 operations, supporting
law enforcement in drug operations, officer protection, and
tracking missing persons and suspects. K-9 demonstrations
shall be given to the community as requested.
5.
Criminal Investigations: Continue to
investigate crimes against persons, property, and society.
Primary emphasis shall be given to complaints of violent

disasters, and any violations of law that creates a safety
risk to the community. Secondary emphasis shall be given to
complaints of property crimes and crimes against society of
a non-violent nature or annoyance to the community. Officers

6.
Community Oriented Policing Services:
Continue to provide the community with quality proactive and
preventive programs that will provide the community with
ways to reduce the opportunity for criminal activity. The
programs shall include information on how the community and
law enforcement personnel can work together reducing crime
and the fear of crime.
7.
Administration: Continue to provide law
enforcement officers and communicators with support and
resources to carry out the police department’s basic
function of saving lives, protecting property, and service
to the community. This shall include completing reports,
maintaining files, responding to correspondence, and
providing information to the public and other agencies and
organizations pursuant to law and proper procedures.
8.
Communications: Continue to receive
incoming calls for assistance and information from the
public and dispatch officers as required. Special emphasis
shall be given to calls from the public and department
employees that require an emergency response or have safety
implications.
9.
Training: Continue to provide quality
training. The training shall include in-service training and
training provided by other institutes and agencies. Special
emphasis shall be given to training that compliments this
operational plan and is specific to the duties of the
employee and the latest trends in law enforcement and
safety.
10.
Policy and Procedures: Conduct an annual
review of police department policy and procedures. Special
emphasis shall be given to emergency response and safety
procedures of all types and high liability and risk areas.
11.
Cooperation: Continue cooperation with all
city departments, law enforcement agencies, organizations,
government agencies, businesses, and citizens. Special
cooperation shall be given to situations where
jurisdictional boundaries exist and such cooperation will
diminish the jurisdictional boundaries that may hinder the
prevention and solving of crimes.
12.
Equipment: Continue to purchase, upgrade,
and maintain the best equipment possible with current
resources. Special emphasis shall be given to equipment that
allows employees to deliver emergency services and provide
employees with proper protection.
13.
Service: Continue to provide all types of
service in a courteous and caring manor. Service shall be
provided, as the employee would expect, if he were the one
calling the police department for assistance. Police
services shall be provided to all people pursuant to
federal, state, and local laws, always observing proper
procedures, constitutional rights, and safety procedures.
14.
Freedom of Information (FOI): Continue to
disseminate police records and information to the public as
required by FOI laws. Efforts to maintain excellent
police-media relations shall be conducted at all times.
